Well, it looked like sculpture, when I first saw it. It appeases to be some sort of wheel and tire mounting device. It is sitting outside the tire repair bay of the shop. Looks tired and worn, so I guess it is out here to be gotten rid of. Shop was closed, so I could not ask.
