Quick and easy, I definitely like how Cecil looks here! Ah ok, I'll give you the critique you request.
Vision) Right off the bat, it's a simple bust to show the head and neck details of this dragon, just like Flair, I could see he's inspired by another mammal to give him a more unique flair (no pun intended), yet he looks reptilian enough to classify as any other kind of dragon people are so hard-wired to envision of. The glasses are a nice touch to give him a bit of a "brainy" apperance, like he spend most of his time reading books and studying.
Originality) Covered in my previous paragraph, I like how you combine both dragon details with a shade of mammalian fur to make him very unique among most dragons in today's media. Yeah you could switch out scale colors, adjust the shape of the head, frills, horns, etc and yet some people wouldn't be satisfied ya know? But I feel that Cecil here has a ton of potential of being highly unique! (At least in my viewpoint in your creativity) I really like how he's showing up!
Technique) Your skills in manga Studios is outstanding! I like how even when it comes to a simple bust picture like this, the way how you used and manipulated the brushes conveys a sense of which is fluffy and soft, like Cecil's fur, and which is soft but smooth, like his shirt, etc. Also, I should add the simple smile on this long snouted dragon helps convey that Cecil isn't your typical dragon that would wanna... well hoarde uncountable amounts of riches, kidnap princesses and fair maidens, blah blah blah. He looks like the kind of dragon that could be a helpful and friendly librarian should one so happen to come across him. Already I could see that Cecil is almost in the process of saying: "Can I help you?"
Overall Impact) I think if I had to grade this from a 1-10, I'd give it an 8 and a half! Even though we only see Cecil's head and neck, I'd like to see the entire body before I give a bigger review then what I have composed here and now. But regardless, the reaction from me about this character is very positive! I'm really enjoying this new individual to your growing cast of characters and hope to see more of him in the future!
