these had popped up a few places around Melbourne but this is the only one i tracked down not being tagged over.Not sure who the artist is but Phibs is a great Graff artist known in melb with his tag to the top right corner

phibs style is pretty different, he's the guy that did the mural in melbourne central, though that had to get repainted by other people.
this is a popular piece though.

if I look closer to the bottom its actually done by Meek, another Melb artist. apologies to Meek for mis-identification
