Ecchi is a Japanese category that means 18+ or 21+ pictures.
Hentai is simaler, but instead, it's about 14 or 16+ pictures.

I'm not sure were you came by that info, but it's my understanding that ecchi is simply drawing of women of sexual nature while mental depicts the various acts of intercourse or penetration.
