Just some The X-Files humour. This is based on the episode "Quagmire".For those who haven't seen this episode, at this point the two agents are seemingly trapped on a little rock area surrounded by the lake which they suspect has a monster (Loch Ness/Big Blue) in it. They hear a noise, get scared and point their guns, but it turns out to just be a plain duck and Mulder (jokingly) says: "I'm still tempted to fire"
And well if you've seen that famous scene in Looney Tunes with Daffy Duck... then it makes more sense I guess
