So this is her imp form, unlike Midna she's not cursed to be like this. She just takes this form originally to gain the trust of the first hero, who grew up on the legends of the strange imp who helped the Hero of Twilight save hyrule from doom many centuries before.

Garna eventually gets board with this form however and just starts walking around in her true form or animal forms. However when she is in the mood to prank either of the heros she meets in her life, she will take this form to more easily mess with them due to her more compact nature in this form.
