And what exactly are civilians going to need military-grade equipment for?
Aang made absolutely no indication of unlocking any,/i> of his chakras, and they have to be done in order, or it wouldn't work right.
And Bumi knew how to fight, and probably that he would have to kill someone if that's what it boiled down to.
Even if Aang had killed Ozai, there's still no way Azula could've defeated Katara and Zuko. Her world fell apart; she waqs unfit to lead before Ozai gave her the crown.

Civilians today are using technology derived from war machines. What do you see in the War balloons...AIR TRAVEL. Taking to the air is a lot smoother on the traveler then crossing the world on foot, Ostritch horse and boat. Just because it is miliitary tech today doesn't mean it will be tomorrow. Pull out your Cell Phone and you hold a computer more powerful then the navigation system of the Saturn V rocket and parts of a jet fighter.
All of Aangs other Chakras were unlocked with Guru Pathik, only the last one was locked up, aand just because we saw nothing on screen doesn't mean he never tried.
I never said that he would never have to kill, I just said he picked the different route.
Azula was a good stratergist before Mai and Ty lee left her at the boiling rock. After that she was nuttier then Squirrel turd.
And yeah I mean implied, I just have a very unusual way of speaking (and typing)

The Chakras can and do close back up, and would need to be opened again, and I can give you perfect examples.
Fear: facing the Fire Lord, for real this time;
Guilt: not being able to stop Ozai his first chance;
Shame: arguing with and upsetting his friends, the last thing said between him and them before the final battle;
Grief: not being able to save everyone after the DoBS invasion;
Lies: lying to himself by not accepting the truth, that he must kill Ozai;
Illusion: (not particularly easy to shut again, but it could happen);
Earthly Attachments: Aang is never even implied to have let go of Katara.
Aang did none of this; there wasn't any time between getting blasted by Ozai's fire-blasts, and fleeing for his life because he didn't want to fight back.

Azula was a coniving little nutbar/manipulative evil mastermind when she was 7 or 8, according to Zuko Alone. Ozai's wicked determination to drive her to perfection was what got her on that path; the betrayal from her friends pushed her over the edge.

I know the Chakrass can close back up.
Fear: Aang conquered his fear of Ozai and dived in to battle head first
Guilt:...this is the first time Ozai and Aang have come face to face outside of a nightmare
Grief: That is a good one, but he swore to get them ot so grief went in to determination.
illusion: He was told by many people that he could only kill Ozai, but found another way
Earthly Attachment: yes Aang didn't unblock this one fully, he just needed to enter and have some control not omplete control.
You don't need too meditate to unblock them.
I could go in to the whole maternal deprivation and Psycho analyse Azula. In fact, it would be easy to fill to pages with what made Azula go off the deep end, the fact that may said she loved Zuko more then she feared Azula was the big thing though, fear always was Azula's main weapon

~By "first chance", I refer to the Day of Black Sun.
~The next thing we saw Aang doing was trying to play with Haru, Teo, and The Duke at the Western Air Temple; doesn't sound to me like determination to rescue those left behind.
~Again, luck. He had no idea that the lion-turtle even existed, let alone that it could give him exactly what he wanted.
~The chakra is either open or closed; there's no middle ground. Either he opened it, or he didn't.
Meditation is a technique used to organize the thoughts, making it ideal for the chakra-opening process.

How could he stop Ozai, when he never even saw the man.
Wouldn't you run from a man who could turn your ass in to char coal?
Aang's a kid, so sue him, I'm 19 and I still prefer to play then do work.
The Lion Turtle came to him, not the other way around.
Guru Pathik pointed out before Aang left to save Katara that the Chakra would be blocked if he left,making he avatar state unreachable. It was then blocked off completely by Azula and her crazy ass lightning shot.

He had the chance, but lost it because Azula distracted them.
Yes, I would; but Aang was supposed to fight him, and he knew it. He'd been talking about it since the first season!
Aang made a promise, then tried to back out of it, probably not even a day and a half later, when he's supposed to be living up to his promises and responsibilities, because he's the Avatar.
The last chakra is blocked by Wordly Attachments, and nothing else. To continue arguing that it was Azula's fault is an outright lie, just like Aang's explanation on the DoBS. His chakra was locked because he wouldn't let go of Katara; end of story. The blast of lightning to his back had absolutely nothing to do with it!

Key to the loss of the chance: Azula, a sharp tactical mind at the time.
Give Aang some slack. He is being forced to fight Ozai, no matter how much he's being forced to, he will still crap his monkly draws in fear.
There is a nerve under the arm pit, that when struck in a certain way, can cause the heart to spasm, and can even cause it to arrest, The last chakra may be on the top of the head, but the path ways will flow everywhere. Yes he couldn't let go of katara, but I still believe the lightning had a factor.

So you're saying that the Holocaust and other attempts to obliterate groups of people are not as bad as a family member dying? I've had many family members die, including a father, but I wouldn't say my pain would be worse than those who've lost a tremendous amount of people through ethnic cleansing; Darfur, for example, or even Rwanda. Even people of my mother's home country are dealing with their government trying to clean out their own ethnic minorites. I'm sorry, but that comment goes way beyond the world of Avatar.
