If you think about it... both shows have canon dimensional portals. It might be a stretch with the companies involved, but the infrastructure for such a crossover is already there. More than that, both portals appear to be more or less stable, which is quite uncommon for these sorts of things.
Although, I get the impression that Bill and Discord might not get along very well. For one, Bill is distinctly anti-social, so wouldn't much like Discord invading his turf. For another, I don't think Discord would necessarily appreciate Bill's type of humor. Or maybe I just want to see Discord go up against a foe more powerful than him for once. (Can you do that? Can you compare the relative power levels of two immortal demon gods? Well, I'm doing it anyway.)

I think Bill is a little more...chaotic-evil. I mean, in the sense that he doesn't care about anyone and is likely lacking stability. I think he'd be incapable of reformation, considering his power and omnipotence.
But yeah, I like these two. the best billains are ones we don't know enough about, and ones that are likable but still jerks. just throw in Loki and we're all good.
