these are snippets of comics I’ve been fleshing out that I just kinda mashed together, so I apologize for the disjointed-ness. Hoping (coupled with descriptions) they give you an idea of some of Mr. G’s relationships(?)

So prior to the events shown, his relationship with Sans and Papyrus was pretty much the same as Gaster’s. Both have fears of abandonment regarding their brothers but G handles his in a more vindictive and destructive way. 
At their core (ha), he and UT Gaster are very similar. Some key differences lie in the fact that G indulges, rather than suppresses, his cruel streak, and since leaving the void he’s become both more paranoid and methodical.

Papyrus: G originally appointed Papyrus a cushy do-nothing job in the Royal Guard to make him happy, and hopefully distracted enough to not ask questions. Unfortunately, Paps discovers human prisoners and tries to help them escape. When G finds out, he “promotes” his little brother to Royal Warden to teach him a lesson.

Sans: Sans worked closely with G on some of his most crucial projects but eventually began to realize his brother was up to some really shady stuff.
After a test goes wrong, things finally come to a head, but Sans decides to quit his job rather than risk a confrontation. G is irritated, although not surprised, and gives his brother a custodial position to remind him that he chose to turn his back on what’s “important”. In the end though, it works out for Sans because it allows him to spend most of the day hanging with Papyrus.

Undyne: She was initially hesitant to trust Gaster after his return from the void, especially following Asgore’s death. Bit by bit though, G establishes a straightforward and easygoing rapport with Undyne, ultimately winning her over. She still serves as Captain of the Royal Guard but takes it upon herself to act as G’s personal bodyguard as well. He doesn’t need one, but humors her anyway. He devises elaborate simulations and obstacle courses for her to train with and gains enough trust to even begin using her as a guinea pig for soul-based performance enhancers. 
Undyne worries about Papyrus since gaining his new position, but G assures her it’s only a temporary measure to show him the error in his sympathetic mindset. He feeds her appealing notions to soothe her doubts about the human prisoners, adding that “their greatest purpose can only be to aid the monsters they oppressed for so long, by whatever means necessary”.

Alphys: G despises his former replacement for the messes she made (especially of his work), and is deeply insulted that she was ever considered worthy of following in his footsteps after he’d set the bar so high.* Shortly after his return, Dr. Alphys was seen less and less, until she seemingly disappeared altogether. (have I mentioned he’s not a nice guy? convincing Alphys the world was better off without her is definitely up there on the list of worst things he’s ever done.)
*(just as an aside, while it’s commonly accepted in fanon that Alphys and Gaster worked together, I don’t see any evidence of it in canon. So in this AU they never even met til G came back from the void. It’s entirely possible that a pre-existing relationship between the two would have caused him to be more sympathetic toward a former colleague, but alas.)

Grillby: G and Grillby have been friends for literal ages, although never what you’d call close. Still, G has a bit of an unrequited crush on his friend. Well aware of this and unable to keep tabs on his brother’s work anymore, Sans begs Grillby to use G’s soft spot for him to his advantage and seek a position in the court in order to get someone on the inside. Grillby’s reluctant to get involved but eventually realizes how important it is to Sans, and agrees. A delighted G falls for the trap, lavishing gifts on his friend and treating him like royalty, much to the barkeep’s discomfort.*
*(For the record I'm not really a shipper but G's interest in Grillby made sense both story-wise and for the way their personalities interplay. Also note that G's infatuation is not reciprocated, so it technically isn't a ship at all //shrug just throwing it out there)

As for the rest of monsterkind, opinions on Mr. G vary. No one can prove he’s done anything shady and since coming to power he’s been both communicative and sympathetic to their needs, so no one’s really complaining either.
I left out the more story-related details here but I hope this helps answer the questions

Yeah he's not so good at interpersonal relationships with people he actually cares about, haha
The sad part is that he's a surprisingly good ruler though.
