Shuen and Shusei are demon androids, much like Mira. They were shelved due to being incomplete by the time Demigra began to make his move on Tokitoki, and the situation during the events of the second Xenoverse didn't allow Towa to finish them.

The Time Patrol may have been victorious, but they'd won a single battle in a potentially infinite war.
Towa and Mira may have been destroyed, but not permanently by any stretch. Fu's efforts eventually brought Towa and Mira back, giving them time to recuperate, and Towa the chance to awaken her creations.
