The damaged ACLO, found by Rico and Sai in an icy cavern below Diniira's surface, had been so affected by neglect, its arms had become irreparable. Rico used his engineering knowledge and metalwork skill to fashion weaponized replacements, and even managed to enhance the existing suspensions, servos, and shocks.
The resulting machine is only a step below a modern MCAT in terms of firepower, and given his skill at the controls, he's more than a match for one.
