it was all about loop holes and bullshit self serving rules.
one that really caught on was if a person was found frozen wearing red, then they were in deep, deep shit.
unless they were wealthy. only they were really supposed to be allowed in Red. proles caught playing dress up would be shrunk, four footed and worse.
and so what ended up happened, once it was laid out like this?
the shits started tricking people into wearing red and getting them frozen so they could profit from lock up and misery.
that is all the did. The shits wanted to make money and gather power by locking up the population.
they had a goal of 33% in the next 10 years.
