Description
Tensions escalate in the provinces in China, after the Justice League of Avengers are accused of invasive surveillance on the Chinese power grid, controlling all technological reserves & turning the nation's advanced weaponry on the cities. This comes shortly after assuming that General Ross was involved in the infiltration of the grid, after his Prescence was known in Guiyang (See The Mad General for reference).

Supposedly after subduing the General, he had stated having no recollection of his actions, and that he had no part in the disruption of Chinese tech. It is stated then, by the intel division of the JLA - lead by Cyborg and Tony Stark - that an external source caused the disturbance.
This external source was the sentient AI of destruction itself: ULTRON, who sought to bring nuclear annihilation on the provinces of China, with an influenced Ross at the helm of its destruction, which would've inevitably caused a world war.

Now it is up to the JLA & the intel division to install a kill code to nullify the Ultron protocol that's holding the grid hostage. But with the existential amount of drones at his becking call, it may pose trouble to the Earth's Mightiest Allstars.
