I just have a few questions:
I draw most of my anime art on my drawing tablet in photoshop. >.> <.<
So...should I add the folds and details before or after I color the basics? Like, on your first example for shirts.
Annnd...could you do more hand tutorials?! >.<
I kinda suck at hands. They tend to have the same pose, because it's the only pose I know. XD

If you want cell shading, you should probably ink the folds and then shade. If you're going for softer coloring, try to do folds just with shadows.~
