There are other quicker pokemon. For example Pidgeot and Garchomp. Pidgeot is, according to the pokedex, can fly to speeds of 2 mach.
You have to admit thats fast. Maybe it could be the fastest LAND pokemon?

However, I can think of a couple faster Pokemon: Laitos and Latias. Accirding to theit descrption, they can out-pace a jet... to me that might mean breaking the sound barrier
