Harley is the type of person that if you ask she'll give you a piggy back ride. Get too drunk? Got beat up? Tired? She's your gal. I wanted some cute harley and Jon interaction so I thought it'd be cute as hell if she was getting him back to his hide out.

I also really like the idea of Harley's costume being repurposed parts of her old leotards from her Gymnastics days, plus I love bells. Anyway, Jon decided to lecture her while getting a free ride, because of course he would.
