CmarNYC made a mod that adds sliders to CAS that enable you to make pointy-eared sims.These are some elves I made for The Sims 3 using this mod. There is no custom content on them, as I created them for download at my website. (Hence why their hair and outfits don't exactly look the most elven.)
Speaking of elven fashion, I'd also be interested if anyone has some good fantasy fashion for TS3, and I don't mean that awful photoskinned stuff.
