There actually super simple to make !
I first sketch out the initial drawing on Paint Tool Sai and then go over the drawing in pixel and then delete the sketch and add the colors.
For the bounce animation, I just copy the drawing into 2 different files and select part of one cats head and move it down.
To make the gif transparent I used Paint.Net and opened each file and simply deleted the white background in each drawing.
To actually animate the whole thing I used Adobe PhotoShop Elements and turned it into a gif file.
Sorry this must sound really complicated but it really took me 5 minutes to make it transparent and animate it~
