The Individual Combat Rifle Model 490 (originally Combat Automatic Rifle Model 490) was H&C's entry to the Union of Free Systems' "Basic Service Rifle" (later: Individual Combat Rifle) trials. It is closely based on the CAR 460 chambered in 6.5x66mm Cased Telescoped ammunition developed around a variety of anti-body armor and anti-exosuit rounds to make them as effective against modern, heavily mechanized armies, like the Terran military, as possible, while keeping the cost, maintenance, weight and ammunition capacity (magazine capacity as well as carrying capacity) down.

The rifle lost to SMI's JAGUAR-650 rifle primarily for political reasons and to push domestic arms development and allow SMI to divert more funds to future directed energy infantry rifle programs based on United Earth forces' technology that ultimately led to the development of the Morningstar-series and its various offshoots. That said, the fact that SMI's primary manufacturing plant based at the old Terran Munitions Plant of Concordia (that later spawned Concoria Ordnance) was already almost fully operational at the time the trials concluded was certainly another major factor.

All post-trial ICR 490s are exclusively manufactured by H&C's Union-based subsidiary, Harrison & Carlisle - UFS - Firearms Manufacturing and Trading Company, and are quite popular among law enforcement, private security and private citizens alike.
