My theory is that when the clefable, clefairies, and cleffas fell to the earth with the meteors, the meteors contained the moonstones which as the name contains, the moon. When there is a full moon, the moonstones begin to work their power and the Clefaries are now Clefable as they are engulfed by the moonstone's power.
