Description
This was originally for my mermay thing, but I decided against that and was gonna put it in one of my regular art dumps, then I decided against that and decided to just make it it's own pieceIt's a merfolk tf of Inspector Zenigata, my idea being that something Lupin the 3rd was trying to steal was magic and did this to Zenigata, of course he blames Lupin for it, as he blames him for everything
