Description The Field Commissar is an IDEOKOM officer attached to IRS army units in order to ensure discipline, boost combat morale and ensure that the army remains under firm government control. Unlike the commissars of the old 21st Century, the IRS's commissars are tactically adept, militarily competent and able to appreciate the concept of living to fight another day. 

Field Commissars are recruited from a dual track scheme that allows both military officers and IDEOKOM political commissars to join. Aspirants from the military are enrolled into IDEOKOM's Institute of Ideological Studies (IIS) to be indoctrinated in the state ideology while those from the political commissariat learn military tactics and strategy in military command schools. Either way the result is the same; what is produced is a fiercely loyal officer who can inspire patriotism within his or her fellow soldiers while still being tactically sound. 

Following IDEOKOM's flexible command structure of placing power in specially given Warrants rather than ranks, Field Commissars are varied in their scope of authority depending on the Warrant they are issued with. Some hold power over small squads or platoons of riflemen, others are given charge of supervising entire companies and regiments as part of the higher command structure. The duties of the Field Commissar mainly revolve around either raising the morale of IRS soldiers in combat or maintaining the discipline and political loyalty of army personnel, especially their commanders. In the battlefield they are a vital part of the IRS's 'Shock-in-Detail' doctrine by boosting the morale of the frontline to keep pressing the attack on an enemy's own frontal defences, which are otherwise inherently difficult to assault with heavy fortifications and high concentration of defending forces. Preserving the momentum on the front buys time for flanking forces to break through and wreck havoc behind enemy lines, collapsing their defences and thus resulting in victory. To this end, Field Commissars often lead pre-battle rituals to prepare soldiers under their charge for terrible war and keep shouting patriotic slogans in the heat of combat so they do not waver or be overcome by fear.  

A typical Field Commissar is equipped with the standard SIBAS-3 body armor. A peak cap often replaces the helmet and the field pack is swapped for a specially made backpack that mounts two flags and a large surround loudspeaker in order to rally and inspire the troops following behind them. They are proficient in operating standard infantry assault rifles and the like, but generally prefer pistols, shotguns and other compact close combat weapons to reduce the weight on their hands which they require for making impassioned gestures and hand signals to direct the troops.
