I checked out his files, but you can barely get anything from there *hands over paper files* So much black ink coverups, But the most prominent words in there being "Lone Wolf" "Hyper Lethal Vector" "Assassin" and "Private Grim Reaper" considering his files, I have to suspect he was deep in ONI "Wet Work" if you catch my drift...
