The Solar Commonwealth of Workers, often shortened to the SCW or simply the "Commonwealth", was established in the 10320s by the political upheaval in of a minor interstellar power, Britannia, centered in the sparsely populated frontier region of the galaxy that is the outer Perseus Arm. The Solar Commonwealth of Workers has grown to superpower status due to its forming in an isolated region of the galaxy, with only various planet- and system-states and primitive alien civilizations around it, even when it came to blows with the other superpowers, it began attracting countless new worlds indirectly from the powers because of secessionist movements on those worlds. The Commonwealth leads a so-called "revolution" for a new galactic order -- a socialistic utopia. Its official ideology is Imperial Utilitarianism, however, since its formation, the Commonwealth has become increasingly totalitarian in nature with each leader moving away from the standard collectivist propaganda of the past and towards positive heroism and a cult of personality for each leader. Because of the superficial polarization of ideology, the Commonwealth and its closest neighbor, the Federation of National Socialist Republics, have said to have had a greater number of skirmishes and crises than there are stars in the galaxy. Initially maintaining a generous policy of residency and easy universal citizenship, the Commonwealth presently maintains a policy of national isolation, with it being next to impossible to immigrate to one of its worlds - requiring an individual's world to submit to the Commonwealth itself, rather than the individual itself.

The capital of the Commonwealth is the planet Britannia Prime. As its capital suggests, the Commonwealth is greatly dominated by Anglic and Germanic culture, but is still extremely diverse, with Chinese and Japanese also being predominant cultures and languages.

There are several dozen alien species integrated into the Commonwealth but are considered little more than second-class citizens.
