This is Uran from Astro Boy 1960.
The first outfit is based in her manga while her third outfit is her Astro Boy impersonation which she did when Pluto attacked in the original series.
She stopped trying to impersonate Astro Boy starting with Astro Boy 2003 and Pluto (Manga by Naoki Urasawa).
