Description
She was once a fanatic with a dream of becoming an elastic woman, seeing herself as flawed for lacking this ability once she lost sight in her right eye. But once she got her abilities, she became so desperate to succeed the elastic heroes that she self-induced a mutation from an overdose of the very formula that made her elastic. Just as she was about to take revenge on the heroes who (rightfully) shunned her, she was chased away by the Safeguard Organization. Now an elastic disfigured super-villain, she's been recruited to work for War-Hammer to help bring down the Safeguard. She is, however, free to pursue personal vendettas against her nemesis provided she doesn't go spilling the beans on War-Hammer's agenda.
(I wasn't aware that her name was an actual medical term, but I just decided to run with it)

I'm thinking that she'd be a neat villain for the CAST to fight, with potential for storytelling (I'm thinking self-imagery)
