Hmn, that's a good question.
If they could very easy provide a flying magical transportation for a turtle, a pet, what keeps them from providing it to fly-less pegasus?
Scootaloo always wanted to fly, so why she never asked for similar equipment from Twilight? I mean, it took a 10 seconds off screen time for the turtle to get her flying device, and Scootaloo tried to fly for many episodes with little result.
