I always figured that ponies practiced polygyny, like horse herds do in real life, and every stallion is expected to sire foals with more than one mare.

That would explain mares getting together so often, but even in that way, there are not enough males in the show to deal with that.

It works that way in real life. Stallions are outnumbered by 10 or even 20 to 1 by mares in real herds, and yet they manage to sustain their population. Besides, the extreme female to male ration seems to be limited to Ponyville. The other cities we've seen so far have less of a gender gap.
