I FINALLY DID MY OWN MEME! CHECKIT OUT! 
Lotsa times Ive come across finding the 1st drawing of one of my favorite OCs and I look at a recent drawing of them...
and its just... wow.. they have evolved a lot..

Ok, ok. First of all, character development is in fact a change in characterization in a narrative. E.g. a character that matures, to name a generic example.
Secondly, develop can't be used that way. To develop isn't a passive action, it doesn't just happen. You're going for "How much have* your character changed since you first drew them?" Unless it is in fact a quantity of something the character developed since they were drawn initially.
*Congruence. Please. Second person singular present tense of "to have".
