So far to me, the two most likely suspects for the Arkham Knight are Thomas Elliot AKA Hush, and Jason Todd, the Red Hood. Though it has yet to be heard of, but it could be possible that the Arkham Knight could be Damian Wayne, Bruce's illegitimate son who was born and raised by Talia, it'd be interesting if Rocksteady borrowed that story from the comics for the game. But I have another theory, as Sherlock Holmes once said... I forget the exact words, but G1 Bumblebee's motto pretty much sums it up, "The least likely can be the most dangerous." I have a hunch/theory that one of the Masked Guards who survived the rampage in Arkham was so traumatized by the huge loss of his co-workers/friends and was so infuriated with Batman's methods, he too traveled the world, learning many different martial arts and other useful techniques along the way. And he has returned to Gotham with the sole intention of eradicated all the criminals AND Batman himself.
