He is of the bloodline of High elves, while not on the mystic and mythical level of the original ones he is host to great latent magical power, gifted in the ways of agility and despite being younger in years to Resham is much more mature looking given he grew at twenty.

A not so very kept secret is that he is an Aspect, a lesser one. Not in power or connection but rather embody traits not dedicated to killing, Maiming or otherwise doing horrible crimes of against humanity, nature, life and the eyes of any on lookers to Demyan. He is "Revolution" a opposite to the Aspect Domination Tyrant.

Tyrant is a dragon of metal and fights with steel rather than claws, fangs and fire. Cecil is an Elf that batters, bashes and even cuts with his staff rather than buffet with the wind itself.

Domination took the freedom of others who threatened his, Revolution seeks to give freedom to others so he may have his own.

His name like the other lesser aspects is related to tragedy, his being Cecil from the Cecil hotel in Los Angles where all the crime happened.
