Someone on Tumblr asked about this and good artists don't gatekeep!
I use Paint Tool SAI so these brush settings only apply for that program, but I'm sure you can find similar brushes! You can use any paint brush really for the big scales, and a spray brush for the small sparkles. After that, applying a bright effect (Luminosity mode in SAI's case) will give you the shining scales effect! I used a bunch of those layers with lowered opacity to increase brightness over the top, as well as applying purple at low opacity (look at her nose and other areas have purple over the top). The trick is to experiment with lighting modes and opacity layers.
I really wish my laptop could record my process but it's old haha. I really hope this helps! I used many MANY layers for the scales, and applied texture only on the base coloured layers (and painted the scales over that blue base colour). I can show how many layers this artwork had, but it might not help explain the process haha.
