Vision-definitely a sight for sore eyes. Other than the coloring in the tiara and dress, looks wonderfully fell-drawn with a great expression.
Originality-since Luna IS originally owned by Lauren Faust, I wouldn't be able to give you 5 stars, BUT this is your own humanized version of her in your own style and you obviously didn't trace someone's pic, so I'm not going to bring down your rating just because of some copyright crap.
Technique-honestly, I wish I could draw like you haha. You did a really great job with the curves in her hair, the pose, and the details of the eyes.
Impact- WOAH! I know her expression is just a normal smile, but you can really feel the emotion in this pic.
Overall, awesome job dude. I'd love to see more pics like these with lots of emotion in the future. ^_^

You need to draw actual ponies. I love pony Luna but can't stand the human versions. The only time I allow for human versions is when girls cosplay the characters since it would be hard to do accurate ponies when you yourself is a human. Though I have seen very realistic true to character fursuits.

(*) If we ignore the skull-shape lines that you didn't erase and better focus on the shape of the crown, we could assume that the big hair is hiding some huge skull-shape deformity.
(*) The detail of making the hair in front of the eyes transparent is fine, as long as both eyes aren't looking at hair.
