Yes and no. There were some great cultures in Africa that built some impressive things (e.g. Mansa Musa and the Mali Empire), but they had no written language (or common language at that), and most of North Africa's development after the fall of the Roman Empire was thanks to Arab influence. I count them as proto-civilizations: noteworthy, but just not on the same tier.
