I'm nowhere near an expert on the subject, but I read on Big Cat Rescue's website that a lot of tigers that have been confined in too-small enclosures with chain link or similar fencing material tend to bite and gnaw at it, which chips and breaks their teeth like this.
It's possible that this tiger was re-homed into a proper sanctuary from someplace with the aforementioned conditions.

That's possible.. dulled so they can't hurt the keepers... if that's the case, at least they didn't remove the teeth completely.

Yeah, I was thinking that maybe he has a history of aggresion, so they did filed his teeth to protect the people and other tigers. Either way, It looks harmless.
