Did the culprit not realise that
A. They have to be outside their poke balls to evolve.
B. Umbreon requires friendship to evolve and not experience.
C. And they don't need moon shards to evolve it only has to be night time.
D. Who the hell tries to sneak into some place in the day!?

A. Of course he does. The fact that the Eevee had bruises as it came out of the pokéball show that he tried to beat the evolution out of it prior to this
B. He doesn't. Back in the day, in Emerald, the only way to get an Umbreon was through trading or events. Being a clear cut douche, he probably took all the info except for the friendship part >w>
C. Moon shard cause evolution even without it being night. He did try the night method but (because of lack of friendship) it clearly didn't work
D. A cocky experienced terrorist criminal that almost would have got away with it if it wasn't for the tight security and firewalls =v=
