The two lower sections are gonna be Communications (as in long-range radio and radar) and the upper section is gonna be the Lighthouse. I even fit a redstone-clock (note that I'm freaking bad with redstone and actually don't like it much) to get a 'real' spinning light.
The upper section is divided from the lower sections again by bedrock for safety reasons.
