he's kongo agon a char from eyeshield 21 a manga about a kid who can run fast "the boy with the golden legs" who gets recruited in to a american football team against his will by yourchi hiruma (KE KE KE KE) but decided to stay with the team as he enjoys the sport.
agon is from a team they encounter later on called the shinjyruu naga who have won the fall tourny 6 times in a row and not lost one match. argon is there ace so to speak as he is a once in a century super human, he aces at anything.
=] and one of the most awesome chars in a anime ever.....he pulls some one out of a moveing train, by punching the window, need i say more

yeah, hiruma wants to get something to black mail this guy and he sees him feelingup a school girl on the train, and he rings agon, and he jumps at the train punching through to window grabbing the guy by the head and pulling him out, all while the train is still moveing.
