Description
In a project I'd like to start before I go back to Iraq, an alliance of many alien species come together to exterminate the scourge of outter space - man. Only, one of the agents they send is a compassionate, human-loving twit who lacks commitment to his assigned function... especially when an actual human discovers him, and he has to force himself to lie and play the roll of 'the benevolent watcher, visiting the planet to bring it into a grand union of planets.'

The Vexlings are a race of cold-blooded reptiles and amphibians who have a convoluted government system with tons or paperwork required for *anything* and a cultural desire to avoid blame and punishment. Amphibians such as the frogs and toads run the government, while newts make up the majority of the rank and file civilizations. A minority on the planet are the 'gators, who fill a military and manual labor purpose. There is typically very little spill over in this arrangement.

Vexxan was the first world brought into the Alliance by the founding species, and as such has spent the most time serving the higher race. Like many in the alliance, many cannot recall life before the founding species arrived, but are convinced it was a horrible time and they're better off where they are.
