Tough choice. Because although Crossbones has held his own against Bucky and Steve Rogers, he usually has done so with extra help OR with alternative plans and stratagies set in mind. However, Crossbones has also went toe to toe with Bullseye and almost killed him, but they were mainly equalized in that fight because of Bullseye's long range capabilities and Crossbones' short range physical prowess (and what really gave Crossbones an edge was the negation of long range capabilities and Bullseye's own overconfidence).
