If anyone remembers, this character used to be called Dancing Apples!
Jazzy Apple is part of the new Cutie Mark Crusaders. She takes the place of Applebloom.
EDIT 10/22/22: After more than two years, Jazz has finally been revamped with the new style! I also went along to update her hair, adding more stripes to it as well as giving her back the ponytail that was on her original design. Her bow has been changed to a choker with roses, her piercings are all gold (and are only on one ear now) and she has a fancy little gold cuff with a rose on her tail! It's also hard to notice but she has really tiny freckles on her cheeks.

Jazzy lives in Appleloosa with her cousin Braeburn. She often hosts square dancing nights in the bar he works in. She was named by Applebloom to continue the tradition of apple-related names in the Apple family.
Her piercings were somewhat disapproved of at home. Applebloom personally didn't like them, but she didn't mind if Jazzy had them as long as she took them out at home. Tender Taps was okay with them, but told her not to get too many. Braeburn doesn't care about her having piercings since he thinks she still looks nice even with them in.
