Finally, the debut of...KAMEN RIDER NEGAOOO!NegaOOO was originally designed as a stopgap against an out of control OOO. As such, he has the ability to generate armor in contrast to OOO, to help him neutralize the Rider.
A simple twist of the Nega Driver turns a person into NegaOOO. In this basic form, the human inside is safe, but the powers of the suit are not at their best. However, it does increase strength, stamina, speed and endurance.
When in the presence of the OOO Driver, the Nega Driver can perform it's post unique function: the Mirror Scan. This activates more advanced armor based on opposing animals to whichever medals OOO is using at the time. This allows NegaOOO to match OOO move for move. However, each time OOO changes form, NegaOOO must succeed at another Mirror Scan to keep up.
This form does not use medals, but the icons on his chest project images of the animals he will use during henshin. He can incorporate medals using his Medagger, a small sidearm with images and details to come.

Well, considering the original OOO was the King, I think this was made by rebels before the King overused the OOO system and got turned into a coffin to hold Uva, Kazari, Gamel, Mezool, and Ankh.

I've actually been trying to decide if I think he was made back then or now. I tried to combine OOO and Birth into one guy. Animal powers from OOO, the pods and weapon deployment style of Birth. I like the idea of him being created in ancient times, but he feels so techno-ish.

The fact that he has Tron Lines like the 555 Riders do and the coloring of the Driver itself doesn't help, huh?

Actually, if you notice, OOO has those lines as well, which I mimicked in his design. NegaOOO Pure form is boring on purpose, but it is the base form. Everything is built on top of this, with the armor generated from the ports on his body (much like the deployment of Birth's weapons.)
