The Simpsons. It is a needlessly long and drawn out story (of a single episode), but Poochie was a new character for the meta show "Itchy and Scratchy" But Poochie was unpopular and written off, giving you the "My planet needs meeeeeeee....." meme.
"If the Emperor had a Text-to-Speech Device", also known as "TTS", plays on this with Gary Stu extraordinaire, Kaldor Draigo, doing the same thing. It is actually funnier than the original Poochie one if you watch preceding episodes of "TTS" first so it makes sense.
