i think it can be done when you put an oily liquid inside a transparent compartment filled with water, but the oil must be heavier than water or alcohol. it makes a slow motion wave effect. like that: [link]

It looks like a liquefy filter modification of a default wallpaper by hp that I have.
If it's like that, this modification it's wonderful and you have done a great job.
But it looks too much perfect to be a manipulation of maximum 1900 x 1200 px wallpaper.
In every case, modification or creation, it's great.
