Colored The Girl a moonlight tone and added the red eye to draw intensity to her facial expression and set the tone of the picture, being the only colored part...

Then I pulled in a real-life picture of a skyscraper to give it an offset and another off-set picture off a full moon on an ocean blending it all together and... voala!
