Well I tried opening it in Paint, and it didn't come out right. You can usually tell if something was made in MS Paint just by looking closely, or opening it in MS Paint and seeing if there's any slightly discolored pixels all around the lineart, making it hard to draw on and impossible to use the fill bucket on. Try downloading the file from DA instead of the original file you used and zoom up close to it or just use the fill bucket to color the BG a neon color.

Are you sure, you downloaded it correctly? Because, If you download it with "save picture as", of course base will be unusable х)
I have downloaded it with "download" button and easily opened it in Paint.
