I don't know if you noticed, but Sonic games are for kids. The highest rating they got was 12+. There simply can't be any romance in there 
Looking at the way characters act won't give you much information, we'll just know they are friends or enemies. You need to consider things like backstories, common points, possibilities, little details like that.
For example, Shads and Rouge work in the same place, in a same team, so they naturally spend a lot of time together. Even in games they usually show up simultaneously.
Looking at Sonic Battle, if Shadow didn't end up getting his own apartment, it's likely that he lives with Rouge.
With Rouge being quite pervy you'd think she would get him laid by now
