True Identity Unknown. Head of the secret society known as the Court of Owls, he orchestrated the attack of the Talons on Gotham City, making him one of the city's worst terrorists in its history. He is never caught, and was one of the few who weren't slaughtered by Lincoln March after the events of the Night of the Owls.
