It's booth Corel painter and Photoshop he likes to switch in between, some times booth are used in a given piece. this one was entirely done in photoshop or at least the black and white part

Great use of shadows and dim lights. The premise is a great one too and I really like the setting, the Shadowbolts and Dash perched atop a tall building.
