Not quite. It is possible to move the body with them but they aren't good at that purpose. Snivy is a snake, I think it uses its belly.

Snivy's WAY littler and has bigger head... His tail is different and the weird V-like thingy is starting on the shoulders.

Snakes do have scales if you didn't know. Though certainly those scales here are archosauroid scales, not squamata scales. This is the first major error here. Another one is displaced color on the legs. And generally unfinished look.

However, what I see on the original art is that there is GRASS on snivy, and the actuall scales are on its belly.

Fancy that you are mentioning it... Because, there are no indications of scales on this pokemon and I don't put two lines on its chest area into the same category as scales.
I don't see the whole grass on it, more like 2 blades of grass (or glass-like material) and giant leaf-like thing on its tail (that has nothing to do with the 2 blades).
As an artist I am allowed to interpretate the design as my wish and as I want to. If you aren't satisfacted by my imagination, then exuse me, but I'm not here to satisfact you. If you have your own opion then share it but don't force everyone to think as you.
Do your own picture and stop bothering people around.

Finally, I can see the "snake" of Snivy clearly! I think this is my personal favorite of your realistic Pokemon so far. Wotter (Oshawott) and Mew come close.

Still really helps see Snivy more accurately. Those stubby legs... in the game, they bug me. I love Snivy. But dang, those "feet" don't look like feet. At all. Yet it stands. Here it just looks right. More natural. It's those hind legs - I feel you did them justice, finished or not.
And as someone who couldn't create something like this to save my life, I can't tell it's unfinished save for your word. It looks incredible to me. XD
